Technical Specialist
Summary:

• Evaluates complex client area requirements and processes (e.g., new, enhancements or maintenance) and prepares application system specifications.
• Develops, tests, and implements efficient, cost effective application solutions which may involve diverse development platforms, software, hardware, technologies and tools.

Characteristic Duties and Responsibilities:

Technical Leadership:
• Researches and evaluates alternative solutions and creates proposals to meet business needs.
• Analyzes existing systems against IT and business strategies and makes well-defined. recommendations and execution plans for efficiency and architecture/design improvements within and outside the execution of current projects.
• Mentors others on new technologies, design techniques, etc. Designs, architects, and builds new subsystems or major enhancements to existing systems in line with Enterprise Architecture standards.
• Creates software artifacts from which the system will be created for developers.
• Ensures team adheres to standards including coding, testing, and methodology.
• Reviews physical and technical designs of systems, ensuring sound decisions are being made.
• Enforce the reduction in duplicate processes, code, etc.
• Primary owner of presenting and obtaining approval for project and system technical artifacts to IT management and Enterprise Architecture Group.
• Devises applications program solutions based on business problems (design) in line with Enterprise Wide Technical Architecture (EWTA) governance.
• Recommends technical training programs for team.
• Participates in on call rotation.
• Exercises an in-depth understanding of specific tools or technologies applicable to our business.
• Lead definition and management of technical web development standards.
• Provide comprehensive consultation to business unit and IT management and staffs at the highest technical level on all phases of the project development cycle.
• Research and evaluate alternative solutions and recommends the most efficient and cost effective solution for the systems design.
• Is highly accountable for the effectiveness, quality and timeliness of project design decisions and how easily these designs can be implemented.

Project Management:
• Works with management to identify and specify complex business requirements.
• Assist in all levels of project management.
• Communicate status to the project manager.
• Manage the development efforts for supporting product and architecture web projects.
• Ability to work effectively with multiple business areas and understand the impact of systems on these areas.
• Assign roles to project resources according to skills, interest, and availability.
• Manage project tasks and schedule resources on projects.
• Perform/ensure quality assurance by reviewing testing results and performing code reviews.
• Be responsible and accountable for meeting the expectation of the project sponsor.
• Act as a point person for issues and questions on a project.
• Ensure team adherence to standards

Supervision Received: receives general supervision from the Leads and/or Managers, and technical direction from a Lead Technical Specialist or advanced Technical Specialist.
Supervision Exercised: acts as technical lead (assist in all levels of supervision and may perform management functions) and often involved in providing assistance and training to less experienced Programmer Analysts and Senior Programmer Analysts.

Qualifications:
• Bachelor's Degree in Computer Science or a related discipline or an equivalent combination of education and work experience.
• A minimum of 5 years experience in IT with at least 2 years leading technical projects.
• At least 2 years defining and managing Microsoft based service development standards.
• Expertise in Visual Studio 2010, ASP.Net 4.0, IIS 7, Windows Server 2008/Windows 7, .Net 4.0, C# 4.0, WCF 4.0, Entity Framework 4.2, LINQ to Entities, Unity 2.0, Moq, MSTest and Subversion.
• Working knowledge of Continuous Integration Concepts.
• Nice to have – WPF 4.0 and working knowledge of RabbitMQ/AMQP.
• Detailed understanding and experience with web services.
• Expertise in Web client side technologies and an understanding of appropriate use on public web sites.
• Familiarity with web methodologies and 3rd party software.
• Experience with Oracle SQL and data modeling.
• Expertise with Object-Oriented analysis and design, and programming concepts.
